Principal
Pat has more than 30 years of experience in the communications field. As consultant to the Research Program of the Wisconsin Department of Transportation, he designed and implemented a comprehensive communications strategy to enhance the impact and value of department research investments. He and his team provide a variety of communications services to help staff in several DOTs identify and apply innovative technical information. Previously, Pat was general manager and vice president for communications of a petroleum research and testing laboratory, led the company to ISO 9000 quality management certification and initiated Internet marketing efforts. He has held leadership staff roles for state and federal elected officials in Michigan and served as a teacher and education administrator. He has a bachelor's degree in English from Michigan State University. |

Senior Associate for Research, Writing and Project Management
Services
Kim has 13 years of experience in writing, research and project management. Her work for CTC & Associates includes research and reports on policy and environmental issues, project management, pooled fund administration and marketing, peer exchange planning and communications, and Web design. Kim's background includes technical writing and project coordination for Optimization Alternatives, a Texas firm that develops operations management systems for the transportation industry. She has extensive experience with Web design and e-business strategies, serving as the content strategist and copywriter for American Girl's 2002 e-commerce site redesign. Kim has a bachelor's degree in history from the University of Michigan. |

Matt has 15 years of experience in research and writing. His work for CTC & Associates focuses on highway materials and construction, including numerous reports on asphalt and concrete pavement technologies and bridge construction. Previously, Matt worked as a reporter for the Wisconsin State Journal, writing news and feature stories on topics such as transportation enhancements, recreation and fitness, and food and agriculture. He has also worked as an editor for a legal publishing company, and as editor of Northwest Ethnic News, a monthly paper in Seattle. He has a master's degree in History of Science from the University of Wisconsin-Madison and a bachelor's degree in English from Seattle Pacific University. |

Rick is a career writer and editor with a broad background in technology communications. His work for CTC & Associates includes research and reports on highway operations, safety, winter maintenance, policy and planning, and intelligent transportation systems. His more than 30 years of communications experience includes work as a senior editor in the University of Wisconsin-Madison's Division of Information Technology, where he served as editor of two newsletters and an annual report. Rick has also worked as a writer and editor for the Wisconsin Department of Natural Resources, as a news reporter at The Waunakee Tribune, and as an editor and reporter at Post Newspapers in suburban Milwaukee. He has a bachelor's degree in journalism from Marquette University. |

Senior Editor
Andrea has 10 years of research, writing and editing experience. At CTC & Associates, she serves as projects editor, with an emphasis on information design. Her work includes research program marketing materials and research and reports on winter maintenance. Previously, Andrea was a senior copywriter for American Girl, where she wrote catalog and e-commerce copy for the company's core brands. She has also worked as an assistant editor at Assembly magazine and at Agronomy Journal. Andrea began her career working as a news reporter at the Northwest Herald (Crystal Lake, Ill.) and completing internships at the Miami Herald, Cincinnati Enquirer and Buffalo News. She has a bachelor's degree in journalism from Northwestern University. |

Maggie has 11 years of experience as a professional librarian. At CTC & Associates, she serves as the technical services librarian for the Transportation Library Connectivity pooled fund study, which aims to establish a national information network for transportation libraries. Previously, Maggie worked in academic, corporate and public libraries, including positions at the University of Tampa, Tyco Healthcare Mallinckrodt, and St. Louis County. She has experience with a variety of integrated library systems, OCLC products, and online databases, and has developed Web-based library resources. Maggie has a master's degree in library science and a bachelor's degree in political science from the State University of New York at Buffalo. |

Associate for Research and Writing Services
Brian has 12 years of writing and communications experience in the transportation industry. His work for CTC & Associates includes research and writing on pavement design and construction, program manual development, and marketing communications for research programs. Prior to working for CTC, Brian wrote proposals, analyzed data and performed marketing services for several magazines published by the AAA motor club. He also worked as a communications consultant and webmaster for the electric vehicle business unit of the Electric Power Research Institute in Palo Alto, Calif. Beyond his communications experience, Brian was part of a research team at University of Nebraska-Lincoln that worked on optimizing mechanical properties of thin film coatings. Brian has a bachelor's degree in linguistics from Stanford University and a bachelor's degree in mechanical engineering from the University of Nebraska-Lincoln. |

Associate for Research and Writing Services
Mark has been a technical communications professional since 2000. For CTC & Associates, he conducts research and writing, writes and produces video research summaries and constructs and manages online research surveys. In previous positions, he performed information management, Web site development, creation of technical articles for industry publications, development and editing of white papers and technical configuration documents, requests for proposals, software documentation, patent applications, and copywriting that included sell sheets, case studies and other collateral. Mark has also taught ethics at Lakeland College since 2002. He earned his master's degrees in both philosophy and library science from the University of Texas at Austin and his bachelor's degree in philosophy from the University of Michigan, Ann Arbor. |
Kirsten Seeber
Associate for Marketing Communications
Kirsten has nine years of experience in marketing, research and project management. Her work at CTC & Associates includes marketing communications, pooled fund administration, peer exchange planning and Web design. Previously, Kirsten worked in product development, marketing and project management positions at companies such as EraGen Biosciences, TDS Telecom and Carlson Marketing Group. She also has varied experience with customer service and the creation and execution of employee training programs. Kirsten has a bachelor’s degree in American studies from the University of Minnesota.

Tom Martinelli
Associate for Project Management
Tom is a professional engineer who has 33 years of experience in project management and research coordination at governmental agencies. His work at CTC & Associates includes research project management. Before joining CTC, Tom was the state winter maintenance engineer and winter research project manager for Wisconsin DOT. In previous positions at WisDOT he served as a highway engineer, a research project engineer in the department’s Applied Research Unit, and as a highway design and construction project engineer. He also worked as project manager and assistant Director of Public Works for Dane County, Wis. Tom has a bachelor’s degree in civil engineering from the University of Wisconsin. |
Colleen Bos
Associate for Pooled Fund Administration
Colleen has nine years of experience in communication and project management. Her work for CTC includes project management, meeting planning, marketing and communications for the Clear Roads pooled fund project. Her background includes technical writing, project management and coordinating third-party relationships for Epic Systems Corp., a healthcare software company where she also served as a team leader of the proposal department. Colleen also teaches business communication and other writing classes for the University of Phoenix. She has a master's degree in history from Northwestern University and a master's degree in medieval studies from Western Michigan University, and a bachelor's degree in history from the University of Michigan, Ann Arbor. |
Josh Casey
Associate for Web Design
Josh has seven years of experience in Web design, graphics and marketing communications. For CTC & Associates he creates and maintains Web sites for research programs and projects. Beyond his work for CTC, Josh is a professional juggler, with 15 years of performance and business management experience. He has a bachelor’s degree in theater arts from Eastern Michigan University. |
